About Diakonie Katastrophenhilfe (DKH)
Diakonie Katastrophenhilfe (DKH) renders humanitarian aid worldwide, and currently works in up to 40 countries. It is DKH's approach to work through a global network of partner organizations.
Purpose and tasks of deployment
The purpose of the deployment is to lead and strengthen the DKH Syria Program. This shall be based on a strategic vision, to not only enlarge the program but also bring it and the national partner organizations to a high-level quality standard that makes it qualified for institutional backdonors. The Head of Syria Program sets the overall strategic framework within which all other program elements occur and provides leadership, coordination, representation, supervision and management in relation to all staff and services.
Main Job Responsibilities
* Strategic guidance and leadership of the DKH Syria Program and team (Amman and Damascus) based on a continuous own analysis of the Syria crisis and the impact of policy, political, and military changes on the context.
* Program and quality enhancement based on strategic objectives and annual plan as well as respective planned results.
* Operational planning in order to ensure that the DKH-capacities to support the Syria Program meet all required administrative, logistical and HR requirements.
* Responsible for compliance and accountability of all fiscal controls with the requirements and regulations of DKH, institutional backdonors as well as local laws.
* Coordinate with other national and international actors/networks including the German Embassy or Consulate as well as institutional backdonors, INGOs, national NGOs and media.
Mandatory Requirements
* Previous experience in an equivalent management position in conflict/post-conflict contexts (at least 3-5 years).
* Previous work experience in Syria and neighboring countries (at least 3-5 years).
* Experience with management of projects funded by institutional backdonors. Knowledge of donor policies and procedures (DG ECHO, AA, BMZ etc.). This includes PCM, budget management and monitoring, donor liaison and reporting.
* English fluency (written and spoken)
* University’s Degree-level of education
* Experience in working with local partner organizations including implementation of a project/program strategy through partners.
* Solid understanding of principles and practices in humanitarian action, institutions and donors, including compliance requirements and accountability frameworks.
* HEAT-certificate or similar security training status
Preferred Characteristics
* Experience in partner capacity development and training.
* Existing local networks and/or local language skills.
The remuneration follows internationally accepted standards.
