About Diakonie Katastrophenhilfe (DKH)

Diakonie Katastrophenhilfe (DKH) renders humanitarian aid worldwide, and currently works in 36 countries. DKH supports people who are affected by natural disasters, war and displacement and who are not able to cope on their own in the emergency situation they find themselves in. The work is guided by the Humanitarian Principles and the Core Humanitarian Standards (CHS). It is DKH's approach to work through a global network of partner organizations.

DKH is part of the Evangelisches Werk für Diakonie und Entwicklung e.V. (EWDE), an umbrella-organization with a nationwide established Social Service Agency, one of the biggest welfare institutions in Germany.

About the DKH Program in Yemen

Since 2019, DKH has established the DKH Yemen Emergency Response Program. The program is implemented by local partner organizations, supported by own office structures in Aden and Sana’a, and guided by the DKH Yemen Strategy 2019-2021. The main thrust of the work of DKH is to meet urgent humanitarian needs across the country while also building resilience and social cohesion.

While DKH is not planning to directly implement humanitarian projects in Yemen, it has to be ensured that the local partner organizations have the administrative and technical capacities to respond to the crisis according to highest quality standards possible. It is a continuous effort to increase and further strengthen relations with the local partner organizations and building their capacities.

Purpose of the Position / Overall Task

Overall task of the Operational Support Consultant (OSC) is to provide procedural support to DKH Yemen Country Office in the organizational setup, and design and implementation of procurement, admin and finance policies through existing implementing partners, within the framework given below.

Description of Tasks

It is understood that the country-level needs are evolving with the onboarding of staff, donor opportunities and contextual changes. Prior to deployment a clear set of deliverables will be outlined, within the scope of this ToR, aligned with the emerging needs.

Partner Capacity Review

  • Review completed Partner Assessment Tools (PAT) of partner organizations

  • Coordinate with partner organizations on the completion of any pending documents of the PAT

  • Extract the key capacity building components per partner from the PAT. Lay the groundwork for a partner Capacity Building plan in Yemen for 2020 and beyond

  • Participate in the first review session with partners on implementation process, collaboration, and partnership (a 2-day session per partner)

Admin & Finance

  • Lead on the finalization of the Admin & Finance (including procurement) policy and procedures for Yemen (specific focus on compliance with backdonor requirements, especially from the German Government – AA, BMZ)

  • Support Admin & Finance Manager in review of online and physical filing system; propose / prepare amendments as required

  • Provide onboarding support to new Admin & Finance Manager, as required

  • Support Admin & Finance Manager on setting standards towards partners regarding review and adaptation of partner manual, reporting formats, spot checks at partner offices, review of reporting, Partner Kick-off Workshop presentation

Third-Party Monitoring

  • Coordinate and review third-party monitoring efforts at ongoing interventions

Senior Management

  • Form part of the Strategic Management Team (SMT)

Any other issues

In case the situation requires additional tasks may be assigned within the scope of this Terms of Reference

The requested qualification and experience are as follows:

  • University degree in a related field;

  • a minimum of 5 years of experience in complex humanitarian operations, previous work experience in the Middle East and insecure environments;

  • Substantial knowledge of the international humanitarian system, institutions and donors, including compliance requirements and accountability frameworks;

  • Prior experience with back donor funding from the German Government (AA, BMZ) is an asset;

  • Experience in engaging and working with local organizations in an equal partnership, including building partners capacities;

  • Ability to work under pressure, in a highly volatile context with strict security measures, and motivated by constant program adaptation to an evolving context;

  • Excellent oral and written English skills, proficiency in Arabic and German preferred.

The remuneration follows internationally accepted standards.

Consultancy status: Kindly provide information on your daily fee. All travel-related costs will be borne by DKH. All social security and insurance-related costs will have to be borne by the consultant.

Kindly also provide a certificate of participation in a HEAT course or similar.
