Background
Protestant Agency for Diakonie and Development (Evangelisches Werk fur Diakonie und Entwicklung- EWDE) – Diakonie Katastrophenhilfe (DKH) - with headquarters in Germany, is a humanitarian agency providing funds for emergency aid worldwide. DKH’s Regional Office West and Central Asia, based in Amman (Jordan) provides comprehensive program support to DKH Project Offices and local partners in the region. The Middle East Multiple Country Program (ME-MCP) currently implements programs in Türkiye, Syria, Lebanon, Gaza/oPT, and Iraq. Presently, the program is implementing multiple projects in Türkiye responding to the February 2023 earthquakes that affected the country (and Syria).
In order to respond to the earthquake response, DKH developed a Crisis Strategy (2023-2025) that outlines the need for ongoing Protection and MHPSS interventions targeting refugees. According to DKH’s approach, the projects are implemented through a local partner organization, Support to Life. Through this consultancy role, DKH intends to be able to technically support our partner organization in the implementation of individual protection interventions. DKH’s protection program, together with its partner, aims to connect vulnerable and marginalized communities to available governmental and non-governmental services using case management, individual protection intervention, outreach, and MHPSS approaches. The protection program addresses and mitigates protection concerns of the vulnerable/marginalized refugees in Türkiye through the provision of critical information and awareness raising on rights, obligations, and services available. Furthermore, sensitization and advocacy work are undertaken by connecting with key stakeholders and service providers to assist vulnerable individuals in accessing basic, social, and protective services available under the provisions of Temporary and International Protection regulations in Türkiye.
Location: Home-based position with frequent trips to field locations. The applicant should be based in Türkiye, preferably in Gaziantep.

Reporting to: Country Program Coordinator
Working under the supervision of the Country Program Coordinator and in close cooperation with the local partner organization, the MHPSS and Protection Advisor for the Türkiye earthquake response program is responsible for fulfilling the following tasks:
Your responsibilities
- Support the development of new methodologies, SOPs, and curricula to be adopted while implementing projects.
- Provide support to staff in implementing case management and MHPSS interventions, including 1 to 1 supervision.
- Support the implementation of DKH’s Crisis Strategy.
- Review and support from a technical point of view the projects’ related reports.
- Support the preparation, follow-up, and reporting of protection-related assessments as needed.
- Lead on the implementation of protection analytical framework and outcome mapping study planned for August-September 2024.
- Support the partner in the development of a GBV prevention and response strategy and delivery of GBV risk mitigation services.
- Support the partner in observing trends and protection risks and guide the writing of the advocacy papers.
- Monitor the implementation of different protection activities such as MHPSS, case management, individualized protection interventions, GBV case management and provide supervision to staff in accordance with technical standards to increase quality in delivery.
- Conduct field visits to different project locations to observe the implementation of protection activities and provide strategic and on-the-job training based on identified needs and in line with the capacity-strengthening plans.
- Work with the MEAL team to support the development of appropriate M&E and learning including knowledge management.
- Engage in active learning discussions with protection staff within STL and DKH on protection-related issues.
- Actively Represent DKH in Protection Sector and AoR meetings.
- Support the protection mainstreaming and programming engagements of the Turkey portfolio and DKH ME-MCP at large.
Position Requirements:
- Minimum bachelor’s degree/master’s in social sciences, psychology, international development, management, and other related fields.
- At least 7 years of experience in project planning, budgeting, implementation, and review of projects related to MHPSS and protection, including both own and implementation through national partners.
- Excellent presentation, oral, and writing skills in English.
- Demonstrable previous experience in protection strategy development and creation of different programmatic tools and SOPs, positioning an organization in the protection sphere and ensuring coherence with global approaches and standards.
- Solid knowledge of MHPSS and protection concepts, standards, and trends.
- Solid knowledge of the context in Türkiye.
- Experienced and confident in representation with government at all levels; donors, UN agencies, and the cluster system; peer I/NGOs.
- An inspirational trainer and mentor on protection technical aspects with good interpersonal and facilitation skills.
- Demonstrated ability to anticipate delays and bottlenecks, analyze risk, and pre-emptively manage it.
- Knowledge of and experience in Child Protection and GBV.
